The Financial Action Task Force (FATF) has a priority to increase asset recovery. 80% of countries evaluated are in the bottom half of the grading system, meaning that major or fundamental improvements need to be made to law and practice. This is discussed in Chapter 14 of The War on Dirty Money.
Many countries have implemented new asset recovery laws in the past thirty years and I thought that 'before and after' graphs might help the FATF to identify good practice. Below is one such graph for the United Kingdom for the ten years before and after the Proceeds of Crime Act.
Would readers be willing to post (or message me) with similar graphs from around the world? My purpose is not to compare countries but to identify where good practice may exist and the factors that are relevant to achieving change.
I have decided not to explain the graph, but I will post responses to your questions once a week. I hope to build a dialogue on this important topic.
